Development conditions is an administrative decision issued by the mayor of a village, town or city. It determines under which rules a construction project can be carried out on a given plot of land if there is no local zoning plan in force for that area.

Development conditions are necessary to obtain building permits. They must comply with building regulations and other local regulations to ultimately ensure that the planned development is in keeping with the character of its surroundings.
